The Drone Donation Request

We are Travis County Constable Office Precinct 1 located in the heart of the Capital City of Austin, Texas. An agency of 22 sworn deputies and 4 reserve deputies, led by Constable Tonya Nixon, the first black woman elected to the position of Travis County Constable Office. Lead 2nd in command by Chief Lewis Reese who proudly served in the U.S. Army and now helps lead Pct. 1 a county with over 1.3 million residents.

Our role as an Agency is critical in ensuring public safety, enforcing laws, maintaining order, and the execution of civil process, not only in Precinct 1 but in all of Travis County and any contiguous county. As technological advancements reshape various sectors, we must leverage these innovations to enhance their operational efficiency and effectiveness. This proposal seeks funding to equip our office with drone technology to improve surveillance, rapid response, evidence gathering, and the overall safety of deputies, thereby enhancing overall public safety and operational efficiency

Our office, like most Constable Offices, faces numerous challenges, including limited personnel, expansive areas to patrol, and the need for timely and accurate information during emergencies and even during the regular enforcement of daily duties. Traditional methods of patrolling and surveillance are often insufficient to address these challenges effectively. There is a pressing need for a technological solution that can augment the capabilities of our office, enabling us to respond more swiftly and accurately to incidents while optimizing resource allocation.

Travis County Constable’s Office Precinct 1’s objectives for obtaining monies to create a drone program are as follows:

1. Enhanced Surveillance for Civil Process: Drones equipped with high-resolution cameras will provide real-time aerial surveillance that will assist when deputies are executing high-risk evictions when having to enter properties that pose known dangers to law enforcement and the public.

2. Search and Rescue Operations: Drones can cover vast areas quickly, making them invaluable in search and rescue missions, especially in difficult terrain or dangerous conditions such as in homeless camps, waterways, or wooded areas.

3. Traffic Management: Drones can help monitor and manage traffic flow, investigate accidents, and provide real-time updates during emergencies or events.

4. Crime Scene Documentation: Drones can capture detailed aerial images and videos of crime scenes, which can be crucial for investigations, not only for our Agency but for all of the surrounding agencies that call upon us to assist in a myriad of different law enforcement incidents.

5. Public Safety and Disaster Response: Drones can be deployed to assess damage after and during natural disasters such as flooding and fires which Texas is prone to and we are called upon to help support surrounding agencies

6. Cost-Effective Operations: Using drones can reduce the need for the amount of ground patrols needed during certain events leading to cost savings in manpower and equipment maintenance.

7. Environmental Monitoring: Drones can help monitor environmental conditions, illegal dumping, and other environmental violations occurring in our community.

8. Community Engagement: Demonstrating the use of modern technology can build public trust and show the community that Our Office is leveraging advanced tools for safety and efficiency. The use of drones can also open the doors to be able to hold youth drone classes to show how to safely operate drones when our youth has shown an increase in the use of drones for entertainment purposes.

With the procurement of monies to implement a Drone Program for Travis County Constable Office Precinct 1, it would allow us to
1. Purchase drones and necessary equipment for an effective Drone Program.

2. Provide comprehensive training for officers on drone operation,
maintenance, and legal considerations.

3. Assist with the deployment of drones to Integrate drones into daily operations,
with protocols, policies, and procedures for various scenarios (e.g., surveillance, search and rescue, traffic monitoring, etc.).

4. Regularly assess the effectiveness of drone operations and make necessary
Adjustments to best support the community we serve.

In conclusion, incorporating drone technology into our office and Travis County Constable’s Office Precinct 1 will revolutionize our operational capabilities, leading to improved public safety, more efficient use of resources, and enhanced officer safety. Funding this initiative is an investment in a safer, more effective law enforcement framework that leverages modern technology to meet contemporary challenges. Your support will be instrumental in achieving these goals and have far-reaching positive effects to our community, our agency, all agencies we support, and those we swore to serve and protect.
