My name is Emanuel Lewis #9361. I work as a jail officer for Dallas County Jail in Dallas, Texas. The jail is a place of poor conditions, poor staffing levels, over detention (folks lost in the system staying past their release or transfer dates), poor management, and massive Covid 19 and Delta Variant exposures. Jail uses tanks filled with up to 64 inmates who are over the 1 to 48 ratio. Not enough staff to handle escalated situations. I have testified, filed a lawsuit, and protested over the humanitarian crisis at the jail. Staff and inmates have no place to turn. The jail will say they have fixed issues or are fixing issues, but this is not being independently checked. There is no union fighting for staff; one can google this and see it in the last several years. Unions have become political. I have noticed that they have endorsed folks running for political office. I have reached out to unions, and others have to with no help being given. I had to find my own law firm, and others did too who first went to unions.

Staff fears speaking up. We face retaliation, retribution, and intimidation. It is difficult for workers to get time off, use sick time, and get assistance when trying to use FMLA time off. Workers are pressured to come back. Hard to schedule our medical appointments. Hard to get access to our retirement funds in an emergency. Workers' first amendment rights are being muzzled; folks are told there will be consequences for speaking up. The Sheriff is married to a local reporter. There is no disclosure of this by the Sheriff or the reporter who has different last names. The reporter married to the Sheriff is piped thru the jail folks reaching out to him do not know his conflict of interests. There is a current FBI investigation over missing $700,000 in inmate commissary funds. Two staffers died from overworking and Covid.

Please hear our pleas. I am available to speak and to testify. No one should have to face this unjust place. A monitor team will give folks an impartial resource to hear and solve their concerns. There is no current plan for Dallas County Jail to resolve these problems.
