Everybody knows that noncitizens can't vote in Federal elections...Until they can. There's a loophole that needs to be closed BEFORE the worst occurs.

What the US Constitution says...

The US Constitutions says in Article 1 Section 2 (House of Representatives) and the 17th Amendment (Senate) that the qualifications for electors is determined by who can vote for the State Legislature. That means that whoever can vote for the legislature in a state can vote for the Congress and Senate.

How it would happen...

In 2023, Connecticut Rep Juan Candelaria filed a bill that would allow non-citizens to vote in legislative elections. If that had passed, as per the US Constitution, non-citizens in Connecticut would have been able to vote for Connecticut candidates for the US House of Representatives and the US Senate. A similar bill has been filed in New York state from 1999-2017.

Let's close this loophole and amend the Federal Constitution to make certain that Only US Citizen can vote in Federal elections. US House Joint Resolution 152 does just that.
