Citizens and pets sometimes find themselves needing extra help because these are hard times. Sometimes pets get dumped on people who are too kind hearted to turn them away. If our citizens don't spay/neuter, the problem gets worse in a big hurry. In the South, heartworm treatment is not just a luxury, its a requirement that many can't afford.
