For 50 years TURN has advocated for the rights of tenants and unhoused people throughout Philadelphia. Please consider joining TURN in our mission to promote the right to housing for all Philadelphians by making a generous donation to our cause.

TURN staff members work to guarantee that all Philadelphians have equal access to safe, healthy, accessible, and affordable housing.

TURN offers Tenant Rights Workshops, Individual Counseling, Hotline Assistance, and Tenant Union Organization facilitation.

In early 1974, Rudy Tolbert, Eva Gladstein, Maisha Jackson, and other community activists officially formed the Tenant Action Group (TAG), a citywide organization to promote the rights of tenants throughout Philadelphia. TAG provided tenants with advice, helped them organize tenant councils, and partnered with Community Legal Services when appropriate. In 2005, TAG reorgnaized as TURN, the Tenants Union Representative Network.

In 2024 TURN continues to fight for tenants to secure stable and safe housing, through individual counseling, workshops, and provide clients with basic necessities not only to survive but thrive in their living arrangements.
