Greetings.

My name is Mustafa El Shabazz Bey and I am the founder and President of the non-profit organization called "WE THE PEOPLE UNITED FOR CHANGE, INC.".  I am an advocate for fair and affordable housing for all and an active member of the community fighting against the epidemic of homelessness that has plagued the entire nation. At this moment, multiple vacant properties are scheduled to be demolished due to being condemned beyond repair, (as is seen in the picture above), but there are still a variety of properties that are worth investing in. The Baltimore City Department of Housing & Community Development BuyIntoBmore Fixed Pricing Program is a sales program for specific City-owned vacant buildings and lots and properties purchased for use as a primary residence that will sell for $1. Developers and large non-profits would pay $3,000 while small non-profits could pay $500-$1,000. Applicants must provide proof of available funding of no less than $90,000 to complete the renovations. Estimates range between $125-$150 per square foot to complete a rehab, and so, the DHCD has determined that $90,000 is the minimum amount of assets or financing a purchaser would need to have. The new policy allows the Department of Housing and Community Development (DHCD), to sell city-owned vacant lots and houses — in the most distressed neighborhoods.

Alice Kennedy, the housing commissioner, said the policy creates a transparent pricing structure and reduces wait times. Buyers can purchase up to 12 properties and must have a minimum of $90,000 to renovate. According to the DHCD dashboard, there are over 13,000 vacant properties in Baltimore, with a few hundred belonging to the City.

 WE THE PEOPLE UNITED FOR CHANGE, INC. intend to acquire and renovate several properties from the City and are asking for your help. These properties will provide a structured, safe, and secure environment for individuals to focus on their recovery. There are programs, such as RISING ABOVE BEHAVIORAL HEALTH SERVICES (RABHS), which is located at 3809 S. Hanover Street in Brooklyn, MD 21225, who I intend to partner with, in order to give each individual a better chance of transitioning from homelessness to homeownership. RABHS mission statement is as follows:

RABH Mission:

"Our Mission is to provide the best holistic behavioral health treatment services available. We believe that just like addiction impacts a person in all areas of their life, their recovery efforts should address all areas as well. Our staff understands the complete impact that addiction has, and our treatment approaches reflect this perspective. We provide the lifesaving opportunity for those afflicted by addiction to stop using substances, lose the overwhelming obsession to use, and ultimately become societal members who positively impact those around them. We meet the client at their level of need from a person-centered approach and offer the support necessary to change."

WE THE PEOPLE UNITED FOR CHANGE, INC. seek to partner with RISING ABOVE BEHAVIORAL HEALTH, (RABH), to allow RABH to expand its operations into newly renovated residential properties, to allow each Client to recover from substance abuse and homelessness. We will seek further funding from the U.S. Department of Housing and Urban Development, per H.R.773, Homelessness and Behavioral Health Coordination Act of 2023, sponsored and introduced by Congresswoman Madeleine Dean, Representative for Pennsylvania's 4th congressional district, on the 2nd day of February 2024. 

"HR 773 is a bill that requires the Department of Housing and Urban Development (HUD) to award competitive grants to improve coordination of health care and homelessness services for individuals who are homeless, have significant behavioral health issues (e.g., mental health and substance use disorders), and voluntarily seek assistance1The bill aims to help persons in the United States experiencing homelessness and significant behavioral health issues, including substance use disorders, by authorizing a grant program within the Department of Housing and Urban Development to assist State and local governments, Continuums of Care, community-based organizations that administer both health and homelessness services, and providers of services to people experiencing homelessness, better coordinate health care and homelessness services2"

"To help persons in the United States experiencing homelessness and significant behavioral health issues, including substance use disorders, by authorizing a grant program within the Department of Housing and Urban Development to assist State and local governments, Continuums of Care, community-based organizations that administer both health and homelessness services, and providers of services to people experiencing homelessness, better coordinate health care and homelessness services, and for other purposes." 

It is the goal of WE THE PEOPLE UNITED FOR CHANGE, INC., to find new innovative ways to renovate these properties to the standards of being able to house people at an affordable rate. We want to provide shelter and services to all who desire the opportunity to change and enrich their lives.
