Equitable Land Use Alliance (ELUA) is a Carlsbad-based nonprofit organization advocating for the preservation of Carlsbad's unique character by restoring local control of housing policy. We are an all-volunteer organization that grew out of a grassroots effort to save the Carlsbad Village Plaza. Your contribution will help us achieve that goal.
