Environmental justice requires reliable data. Yet as funding cuts reduce environmental monitoring, public health programs, and regulatory capacity, many communities are being asked to protect their waterways with fewer resources and less support.

Polluters have lawyers. Communities deserve evidence.

NCEAC is building Seehawk Watch, a community-powered environmental monitoring platform designed by and for the communities most impacted by environmental degradation.

Within six months, residents will be able to use their phones to document what is actually happening to local waterways through photographs, observations, and geolocated reports. These submissions can be reviewed, validated, and transformed into credible evidence for agency referrals, public advocacy, and, where appropriate, legal proceedings.

But Seehawk Watch is more than a reporting app.

The platform is being built with an accessibility layer that ensures participation from communities often excluded from environmental monitoring efforts—including communities of color, rural residents, low-bandwidth users, individuals with limited digital access, and areas with unreliable internet connectivity.

An integrated advocacy layer will transform community observations into commissioner-meeting-ready reports, dashboards, maps, and visualizations that help residents communicate concerns clearly and effectively to decision-makers.

These enhancements will strengthen citizen documentation, training, storytelling, mapping, and advocacy capabilities—empowering residents not only to document environmental harm but to organize, advocate, and lead.

$25k Research Retrieval Agent: A Q&A tool that lets anyone ask environmental justice questions and receive clear answers backed by trusted research from leading universities and environmental organizations, with citations included.
$15k Smart Image Classification: Help to classify photos by environmental indicator type - algae blooms, foam, fish kills, run-off, etc...)
$15k Predictive Water Quality Model: Trained on partner-researcher datasets. Surfaces likely-issue forecasts based on conditions and upstream activity
