WHO WE ARE: RHOAR NYC is a non-profit organization made up of members, Friends, and supporters across the five boroughs of New York City who want to protect homeowner autonomy and affordability.

We are 550+ member households as diverse as New York City. We are immigrants, single parents, caregivers, members of the LGBTQ+ community. We are artists, designers, small business owners, school teachers, homemakers, retirees. We are block and neighborhood association members, we support local businesses, we vote. 51% of us are people of color. 25% of us make less than the city’s median income of $75K per year. 48% of us have owned our homes for 11+ years. 53% of us are self-employed, retired, or currently unemployed. We are parents and caregivers. We are long-standing members of the community. We are your neighbors and friends. We are New York City.

WHAT: We are specifically advocating for amendments to Local Law 18 and NYC’s Housing Code that will restore the rights of one- and two-family homeowners to resume doing unrestricted short-term rentals in the homes we live in.

WHY: Owner-occupied homeowners in New York City are endangered. According to 2023 PropertyShark data first-time foreclosure filings increased by 87% YoY across New York City. Plus, a 2018 report from the Center for NYC Neighborhoods notes: “...for every year since 2009, the majority of 1-4-family affordable homes have been purchased by investors.” Over the last 10 years, the New York times estimates that more than 200,000 families, many of them Black, have left New York City due mainly to “ever-increasing cost of raising a family” in one of the most expensive cities in the world.

All short-term rentals are NOT the same. Yet, the overly broad enforcement of Local Law 18 lumps New York City’s private homeowners in with “bad actors” who exploited the short-term rental market. For generations, middle- and lower-income private homeowners have relied on short-term rentals to provide vital, supplemental income that helped us afford the homes we live in. Most of our members use short-term rental income to help make ends meet and provide housing security and financial stability for our families.

Private homeowners are NOT the “bad actors” that hoarded dozens of rental units and disrupted communities in multi-dwelling buildings across the city. We are not the cause of NYC’s housing crisis, and we now find ourselves in the midst of a new homeowner housing affordability crisis of our own. Without the legal right to resume unrestricted short-term rentals, low- and middle-income homeowners are in danger of not being able to afford to stay in the homes we live in, stay self-sufficient, and stay in New York City.
