Voters Guides are a uniquely effective tool for reaching young and low information voters to increase voter participation

RIsing Alliance wants to partner with FUSE Washington which produces comprehensive local voter guide in 12 states already. We seek to give voters online recommendations for the full length of their personal ballot and compile the endorsements of progressive organizations.

47 percent of our users are 18 to 34 years old and more than 70 percent visit from a mobile device.
They spend an average of five and a half minutes reading our recommendations as they cast their votes.

FOUR FACTORS MAKE VOTERS GUIDES AN ESSENTIAL TOOL FOR ELECTIONS:

1. Penetration: Reaching voters at levels that change elections: 1.3 million in 2024. We can reach 10%

of voters statewide and up to 20% in key districts.

2. Use: Average time on site: 5:38, depending on the length of the ballot. People come to us for

recommendations while they are voting.

3. Demographics: Disproportionately young people, communities of color, and infrequent voters –

people that campaigns struggle to connect with; 47% of our users in 2024 were 18-34 years old.

4. Voter Contact Cost: Our ads bring in voters while they are casting their ballots for $.50 - $1.00 per voter.

Who We Are: Rising Alliance is a state-focused giving circle that is the only funder and strategic organization thinking holistically about how to make Rhode Island a progressive laboratory for the nation while fighting the mounting threat of authoritarianism. Our guiding principle is to make our local and state government accountable and functional and to instill more hope and civic participation in everyday Rhode Islanders as an antidote to federal authoritarianism.

In 2027 and beyond: We want to incubate a democracy resilience network, a narrative lab, and a governing lab that will help Rhode Island become a beacon for progressive policy and civic engagement nationally. Our goal is to get Rhode Island on more national funding and policy radars for good ideas backed by a governing majority that wields power for everyone.

Our Approach: We act as a political accelerator and laboratory—investing in political entrepreneurs, coalescing and scaling the best organizations doing this work, and providing them with shared data, research, and tools. We do the due diligence so donors don't have to. We incubate good ideas and recruit and retain the leaders to make change happen.

Our immediate investments focus on where the data shows the most opportunity:

Shift narrative that allows us to shift the political conditions - this is a democracy crisis, not just a partisan dilemma.
Expand voter registration + turnout in communities where eligible voters vastly under perform
Focus on opportunities for massive youth mobilization to close their 47% participation gap

We then leverage local investment to attract national funding—creating a multiplier effect that makes Rhode Island dollars go further.
