Please join us as we honor two community leaders, Bob Brammer and Randy Black, with our featured speaker Pastor Jeff Huber.

Our first distinguished honoree, Bob Brammer, has devoted his career to public service and community safety. He began his law enforcement career in 1998 and joined the Durango Police Department in 2005, where he served the community as a police officer before rising through the ranks. From 2018 to 2024, he served as Chief of Police for the City of Durango, bringing more than three decades of law enforcement experience to the role. Throughout his career, Chief Brammer has been known for his steady leadership, commitment to community policing, and dedication to public safety.

During his tenure as Chief, he worked closely with local agencies, schools, and community organizations to address emerging challenges, including the opioid crisis, while strengthening trust between law enforcement and the community. His collaborative approach fostered partnerships focused on prevention, education, and compassionate response.

Working alongside Chief Brammer, MAPDA supported the Durango Police Department’s innovative co-responder initiative, the CORE Program, which pairs officers with a behavioral health specialist to respond to crisis calls, helping de-escalate situations and connect individuals with services and follow-up care. With Chief Brammer’s strong leadership, MAPDA also partnered with the department to deploy emergency naloxone kits in public buildings throughout Durango.

Chief Brammer’s legacy in Durango is defined by integrity, service, and an unwavering commitment to protecting and supporting the community he served. Today, he continues that service as Assistant City Manager and Public Safety Chief for the City of Durango.

Our second distinguished honoree, Randy Black, serves as Fire Chief of the Durango Fire Protection District, where he leads a dedicated team of firefighters and emergency medical responders committed to protecting lives and property throughout the region. With decades of experience in the fire service, Chief Black has built a reputation for steady leadership, professionalism, and a deep commitment to the safety and well-being of the community.

Under his leadership, the Durango Fire Protection District has expanded its role beyond traditional emergency response to include prevention, public education, and community partnership. Chief Black and his team are often the first to arrive in medical emergencies, including overdose situations, placing them on the front lines of Durango’s response to the opioid and fentanyl crisis.

Chief Black has also been a strong advocate for equipping first responders and communities with the tools needed to save lives. He has personally administered naloxone in emergency situations and has supported broader access to overdose reversal medications, recognizing their critical role in preventing overdose deaths and giving individuals a chance at recovery.

His leadership reflects a deep commitment to protecting the Durango community and supporting practical, compassionate responses to complex public health challenges, including addiction and overdose.

Our featured speaker Pastor Jeff Huber who serves as Lead Pastor of Summit Church, where he is widely known for thoughtful leadership, community engagement, and a deep commitment to addressing real-life challenges facing families and communities. Through his ministry, Pastor Jeff has encouraged open and compassionate conversations about mental health, addiction, and recovery.

For many years, Jeff has been an advocate for prevention, treatment, and recovery efforts, using his platform to raise awareness about substance use disorder and to help reduce the stigma that often prevents individuals and families from seeking help. His work emphasizes faith, compassion, and practical support for those navigating addiction and recovery.

Through speaking, writing, and community partnerships, Pastor Jeff has helped bring together faith leaders, health professionals, and community members to support prevention efforts and promote hope for individuals and families affected by addiction.
