WHERE WE HAVE BEEN

The California HMong Advocates Network (CHAN) and the Californian organizers of the Building Our Future (BOF) global community campaign, two grassroots networks founded in 2013, partnered to leverage their collective strengths, skills, and expertise to engage and build community in the movement to end gender-based violence. In 2019, with the support of Alliance for Community Transformations as our fiscal sponsor and one of our first funders, Blue Shields of California Foundation, CHAN and BOF-CA organizers merged to form the CHAN-BOF for Peace Collaborative. This consisted of collaborative partners in Fresno, Merced, and Sacramento, mostly who are HMong individual community leaders and professionals of different sectors and other nonprofit organizations that are also committed to ending gender-based violence in the community.

CHAN-BOF completed two community-based participatory research projects: Centering HMong Survivors' Stories (2020) in partnership with Susan Ghanbarpour, and The Impact of Traditional Hmong Mediation on the Safety of Hmong Intimate Partner Violence (IPV) Survivors (2023) in partnership with Dr. May Ying Ly and Dr. Jane Rousseau. These research efforts aimed to inform our movement work in addressing root causes of gender-based violence such as patriarchy, through racial, gender and Queer justice and equity frameworks. In 2022, CHAN-BOF was invited to join the Central Valley Asian American and Pacific Islander Power Building Initiative as a host organization on the Solidarity Table, and a convener for the Central Valley HMong Community Table. This initiative aims to deepen cross-racial solidarity with other Asian American and Pacific Islander community-based organizations in the Central Valley and strengthen our power-building efforts to advance racial and health equity and justice.

WHERE WE ARE NOW

In 2023, a decade after the co-founding of CHAN and BOF, we were thrilled to launch California’s first HMong Mobile Advocacy Program, made possible by the Asian Pacific Institute on Gender-Based Violence's DV Capacity Fund.

We are also continuing our work with the Central Valley AA&PI Power Building Initiative, thanks to the ongoing support and investment from The California Endowment towards Asian American and Pacific Islander organizations that are building power in our communities.

In exciting news, we have begun the process of filing for incorporation to establish our very own 501(c)(3) nonprofit organization! With input from survivors, we have chosen the name Tsev Kaj Siab (pronounced "chay-ka-shia"), which translates to "Home of Bliss" in HMong. We aim to complete the incorporation process by June 2025 and hope to transition CHAN-BOF as a program from the Alliance to Tsev Kaj Siab during the fall/winter of 2025.

WHERE WE ARE HEADED TO

As we work towards becoming Tsev Kaj Siab, our main priorities are:

Sustaining and expanding the HMong Mobile Advocacy Program, which provides mobile direct services, support, and advocacy for victims and survivors of gender-based violence—a critical need in HMong and other underserved communities across California.
Strengthening partnerships and multi-sector collaboration to build community power, focusing on violence prevention, and advancing safety and health equity in our families and communities.
Collaborating with HMong LGBTQ leaders in California to design and implement culturally responsive programs and services specifically for LGBTQ victims and survivors.

CHAN-BOF's mission is to build the movement to end gender-based violence by shifting cultural norms in the HMong and underserved communities. We envision a community where youth, women, Queer and Trans folks and their families are healthy, free from violence, and thrive from generation to generation. We value gender equity, Queer and Trans justice, collective leadership, and survivor-centeredness.
