Columbia's first police department was formed in 1826 when the city was incorporated. Before 1826, the Boone County sheriff was the only law.
The first jail was built in 1822; the jailer was John M. Kelly.
The city marshal was appointed by the town's officer, but there is no list of those marshals in the historical file.
Union troops were stationed in the town during the Civil War and were aides to City Marshal Thomas Palmer.
A note for 1882: "The Board of Trustees instructed the city marshal to provide each prisoner with one quart of water and one loaf of bread daily."
In 1882, the jail was unheated, but a storm sash was installed, and prisoners were given proper blankets and straw mattresses.
