Introduction

ICF is a national HUD technical assistance (TA) provider that supports communities across the country in addressing and ending homelessness. Additionally, we support communities in responding to natural disasters, such as tornados, hurricanes, and wildfires. HUD tasked ICF with supporting the Treasure Coast Homeless Services Council (TCHSC) with strengthening the homeless response system, specifically within the context of responding to natural disasters.

This two-day training will re-cover topics on Trauma-Informed Care and De-Escalation and will also include a live simulation on the Disaster Preparedness Plan. It is imperative for all relative CoC members who offer any kind of response to emergent situations, such as devastating weather events, to attend and participate in this training/demonstration.

Training Topics

On Wednesday, September 17, and Thursday, September 18, in partnership with TCHSC, ICF will be facilitating trainings to support the entire Continuum of Care (CoC) in supporting people experiencing homelessness before, during, and after a natural disaster. Specifically, we will be supporting three specific topic areas:

Wednesday, September 17

Shared Housing: The community has implemented shared housing effectively across the CoC. This session will expand upon the practices already in place and provide strategies to increase the successes the community has already found with shared housing. Additionally, we will discuss effective case management practices and how to support clients in a variety of situations, including shared housing.
Housing Stabilization: Addressing homelessness includes both resolving housing crises and stabilizing clients in housing once they obtain it. This session will provide an overview of housing stabilization, identification of various housing strategies at the community level, and an opportunity to engage in case study examples, including the development of effective housing stabilization plans.

Thursday, September 18

CoC’s Emergency Preparedness Plan: ICF has been working with TCHSC to provide critical updates to the CoC’s Emergency Preparedness Plan to ensure the plan is actionable and can be readily available to support the CoC. During this event we will conduct a live simulation of the Plan to ensure all key entities understand and can identify their core roles and responsibilities in response to a disaster so that the CoC can effectively and efficiently serve people experiencing homelessness leading up and in response to a natural disaster.
