ANCHOR stands for Autism and Neurodivergence Community Health, Outreach, and Response.

Its purpose is to give Arkansas a clear, humane, practical support system for autistic and neurodivergent people, families, caregivers, public workers, providers, schools, responders, employers, parks, and communities.

The feeling of ANCHOR should be the feeling of finally finding a place to start.

A child should not have to be called defiant because adults do not understand sensory overload. An adult should not have to collapse before the system believes support is needed. A caregiver should not have to call ten offices and repeat the same story. A public worker should not be left without training. A provider should not be alone trying to invent local access standards. A rural community should not be left out because services are far away.

ANCHOR is the dock.

The person brings the situation. ANCHOR helps stabilize, explain, connect, train, prepare, and follow through.
Dock Here for Support means the person should not need to know the whole system before help can begin. ANCHOR becomes the first safe, clear starting point.

The Problem ANCHOR Responds To

Many systems are technically available but practically hard to reach. A family may be told to call one agency for a waiver, another office for benefits, a school for education, a clinic for diagnosis, a provider for therapy, a transit system for transportation, a workforce office for employment, and emergency services when everything falls apart. Each place may use different forms and different language.

For autistic and neurodivergent people, this fragmentation can become a barrier by itself. Phone calls may be hard. Waiting rooms may be overwhelming. Forms may be unclear. A person may need written instructions, processing time, AAC, a quiet space, a support person, or a plain-language explanation. Without those conditions, a support request can be misread as refusal, aggression, avoidance, or noncompliance.

ANCHOR is designed to reduce the number of disconnected doors. It does not erase existing agencies or providers. It creates a coordinated front door, a training system, a digital support core, regional access points, mobile outreach, partner standards, and public education so support can be easier to find and easier to use.

Public Education Voice

Recipes for Success gives the public a simple way to remember the system: the person is not the broken recipe. The environment, timing, communication, support, and follow-through are the recipe.

A recipe card can tell a school, park, business, clinic, responder, or public office what to try: lower the noise, reduce questions, use one speaker, write it down, give processing time, offer a break, avoid forced touch, avoid sarcasm, do not crowd, do not block exits, and wait until the person is regulated before debriefing.

This turns neurodiversity education into practical action instead of abstract awareness.

Public Awareness Program

The public awareness program should make neuro-inclusive access normal and visible. The campaign should not rely only on autism awareness month. It should operate year-round through stores, parks, clinics, libraries, schools, public offices, chambers of commerce, tourism pages, radio, local papers, posters, business windows, trailheads, visitor centers, and social media.

Public message: "A calmer space helps more people than you think."

Business message: "Clearer service is better service."

Parks message: "Plan the visit before the overwhelm."

Workforce message: "Talent is lost when workplaces are built for only one way of thinking."

Family message: "You should not have to explain everything at every door."

Adult message: "Support is not only for children."

Staff message: "Slow down, explain the next step, and give options."

1. Public access begins with one visible front door and many supported entry points.

The public should not be required to know whether a need belongs to Medicaid, education, public health, workforce, housing, transportation, parks, tourism, law enforcement, or a provider network before asking for help. ANCHOR creates a front door through the Access Portal while preserving written, phone, text, paper, staff-assisted, Regional Dock, community anchor site, Access Van, Mobile Access Vehicle, and partner-site entry points.

The front door is not a diagnosis gate. It routes people into support pathways, explains options, prepares people for existing systems, documents access barriers, creates support profiles when voluntary, and provides real next steps.

2. The Access Passport is voluntary and practical, not a registry.

The Access Passport carries communication preferences, sensory supports, processing-time needs, support strategies, health-access preparation notes, transportation needs, emergency contacts, crisis preferences, school or work support notes, and public-service interaction supports when the individual or authorized representative chooses to include them.

The Access Passport does not prove diagnosis, eligibility, Medicaid coverage, school services, housing eligibility, or legal status. It does not waive rights. It is a practical support profile controlled by the user or authorized representative.

3. The Docks and mobile access system reduce rural and regional service friction.

Regional Docks are the local or regional access points. They are not required to become expensive new offices. The co-location rule places them first inside existing public or partner infrastructure, including DHS county offices, ADH local health units, Education Service Cooperatives, libraries, workforce sites, local government developings, public health locations, or approved community sites.

Access Vans and Mobile Access Vehicles are preserved, but the bill no longer forces a custom state-owned fleet. The preferred model is contracted or upfitted mobile capacity through existing transit providers, rural transit cooperatives, nonprofit transportation partners, local governments, paratransit providers, or healthcare transportation partners. Section 5311 rural transit funding is included as a lawful coordination pathway.

4. The Academy converts public intent into trained action.

ANCHOR Academy gives the system a way to train public workers, responders, schools, healthcare settings, employers, transportation partners, parks staff, community sites, caregivers, volunteers, and implementation leads. It contains courses, credentials, role-based permissions, competency ladders, scenarios, continuing education, and partner recognition.

Without the Academy, ANCHOR would become only information and referrals. With the Academy, ANCHOR can change how systems respond before crisis happens.

5. Recipes for Success turns public education into a repeatable method.

Recipes for Success provides PSAs, radio reads, posters, press kits, recipe cards, partner kits, school materials, clinic materials, first responder materials, workplace materials, family materials, and campaign calendars. It teaches that the person is not the object being fixed; the support method is the recipe.

The Recipes guardrails prevent deficit framing, forced compliance framing, interrogation during meltdown or shutdown, forced eye contact, forced speech, crowding, blocked exits, sarcasm, threats, and punishment language being mislabeled as support.

6. The Provider Network and Access Exchange create a visible support map.

The Access Exchange and Provider Network identify what services exist, where they are, what access features they have, what training they completed, what waitlist or availability information can be lawfully shared, and what warm handoff rules apply.

The Service Desert Heat Map and Routing Engine turn gaps into planning data. They help decide where to send outreach, training, mobile access, provider development, and grant support.

7. Provisional Functional Support closes the gap before formal diagnosis catches up.

Many people need communication support, sensory planning, appointment preparation, safety planning, and service explanation before they can obtain formal diagnosis or eligibility review. Provisional Functional Support gives ANCHOR a lawful nonclinical lane for those practical supports.

Provisional Functional Support does not create a diagnosis, Medicaid eligibility, special education eligibility, medical necessity, waiver authorization, insurance authorization, or housing eligibility.

8. Adult, late-identified, high-masking, and aging caregiver pathways remain core.

ANCHOR is not limited to early childhood. It includes adults without childhood diagnosis, high-masking adults, nonspeaking and unreliably speaking people, AAC users, transition-age youth, older adults, and aging caregiver households.

The Aging Caregiver Transition Dashboard gives families a pre-crisis planning tool for housing, benefits, emergency backup, support people, supported living, respite, transportation, medical planning, and caregiver burnout risk.
