Born out of a small group of community leaders who understood that housing was a critical issue of the civil rights movement in 1967, Citizens’ Housing and Planning Association (CHAPA) believes that every person in Massachusetts should have a safe, healthy, and affordable place to call home in the communities they choose, free of discrimination.

For the past 58 years, CHAPA has been a leader in advocating for the homes that people, our communities, and the Commonwealth need to thrive, and we are not stopping now. But, it will take political will and support from people like you to ensure our state remains on the right path—222,000 homes by 2035.

After successful advocacy for funding and housing tools through the Affordable Homes Act, we are setting the foundation to produce the homes we need and preserve the homes we've got. Over 130 communities served by the MBTA have created multifamily zoning districts to allow for housing production; we have more tools to help people become homeowners and to narrow the racial homeownership gap; and we are working with business, civic, and higher education leaders to build support for housing in each of our communities.
