GAPS IN INFORMATION ACCESS ARE A DEMOCRACY PROBLEM.

Communities, Professionals and NGOs in Puerto Rico work with scarce, fragmented, and often unavailable data... Today critical infrastructure, environmental, climatic, land use, regulatory, demographic data is largely scattered across agencies and jurisdictions. Information is difficult to access, incomplete, outdated, or available in incompatible formats—creating a serious data governance problem as well as significant barriers to informed decision-making. In response, La Maraña is developing a digital mapping tool designed to make Puerto Ricoʼs crucial territorial data easier to find, understand, analyze, and use.

By reducing data fragmentation and information friction, the tool looks to help community advocates better understand and defend their territories, enable NGOs to ground advocacy and programs in reliable spatial evidence, and give architects, engineers, and planners a more comprehensive foundation for analysis and design.

CITIZENS CANNOT ACT ON INFORMATION THEY HAVE LIMITED OR NO ACCESS TO.

“Practically all information related to land-use regulations and spatial planning is difficult to access. We work with a large number of layers and can translate that information into cartography and spatial planning analysis. However, there is no centralized repository where we can consult, download, and directly use the data with our own GIS tools.ˮ

From UX interviews

“The other day, we participated in a hearing concerning the community of Quebrada Arenas. They are seeking to change the land classification there from Specially Protected Rural Land to Industrial; the person who purchased the property intends to develop a landfill. We were unable to determine whether the community lies within the Río Piedras watershed—it may instead be part of the Carraízo watershed. Being unable to know these things [...] makes conservation efforts much more difficult.ˮ

THE SOLUTION: AN EQUITABLE SOURCE FOR CENTRALIZED GEOSPATIAL DATA.

Ask a straightforward question and receive a straightforward answer...

Beyond traditional map navigation, the platform will combine interactive geospatial visualization with a conversational AI interface. Users can explore hundreds of datasets through toggleable map layers while also asking questions in natural language —without needing specialized GIS expertise. Rather than simply retrieving information, the toolʼs Large Language Model (LLM) identifies, analyzes, and cross-references relevant geographic, regulatory, climatic, environmental, infrastructural, and demographic data to generate clear, context-aware answers. The tool transforms a complex repository of spatial data into an interactive knowledge system, shortening the distance between a real-world question and the information needed to understand, plan, advocate, or make informed decisions.
