Technology shapes our lives every day, but who shapes technology? SHIELD, in partnership with the Plunk Foundation, is building a global alliance to ensure the voices of individuals and communities most impacted by tech are heard, valued, and empowered.

The Challenge We’re Tackling Together

The digital world is advancing fast, but its benefits and protections aren’t shared equally. Gaps in accountability and representation fuel online harms, while affected communities are excluded from shaping solutions. Responses remain fragmented and lack the influence to drive lasting change, leaving communities feeling powerless.

SHIELD exists to change that. We build pathways for collaboration rooted in lived experience, enabling communities to reclaim influence over how technology shapes their lives.

Global Escalation of Online Harms

66% of people worldwide reported exposure to at least one online risk [1]
255% increase in cybercrime losses by US adults over 60 from 2020-2023 [2]
1,325% rise in AI-generated child sexual abuse reports year-over-year in 2024 [3]
300 Million children under the age of 18 affected by online child sexual exploitation and abuse [4]

Grassroots Leaders Are Undervalued

Only 7% of Development Assistance Committee Funding go to organizations in the Global South [5]
Just 13% of direct grants went to country-based organizations in 2016-2019 [6]

What We’re Doing About It

We turn big ideas into action through three interconnected programs that unite communities, amplify voices, and scale solutions. They foster the shared leadership, collective action, and grassroots innovation that reduce fragmentation and strengthen the influence of community initiatives to reduce online harms.

1. Global Alliance Network

We’re connecting changemakers, researchers, and organizations from across regions and sectors. This affiliate network is designed to foster collaboration, reduce duplicated efforts, and build a unified front to influence the impacts of technology on individuals and communities.

2. Project Catalyst Initiative

We support collaborative, impact-driven projects by helping our network find partners, secure funding, and access the resources they need to bring their innovative ideas to life.

3. Voices of SHIELD Program

We are committed to amplifying lived experiences and leadership from the margins. This program provides a channel for individuals to share their stories and insights, influencing both public discourse and policy.
