Doug Gilmer, PhD, will share peer-reviewed, hard data collected from around the country on what it means to collaborate on purpose and how it influences outcomes for both investigations and victims.

A Real-World View of Pimps and Their Victimization Tactics

Description:

Dr. Nissi Hamilton is a former child victim who was placed in foster care and a survivor of child trafficking. Still, today she is the CEO of Nissi’s Network Inc., Human Trafficking Director for Hermann Park Rotary Club 5890, Board of Directors for Fort Bend Seniors Meals on Wheels, and she is the former Education Chair for Houston Rescue and Restore Coalition in partnership with United Against Human Trafficking. She is the former Survivor Leader Consultant for the DFPS Light The Way Summit. She is a TEDx speaker who has worked with Young Jeezy and Jeannie Mai as a survivor leader consultant in the newly released movie that she is in called “Surviving Sex Trafficking” and Dateline NBC TV Host Chris Hansen “To Catch A Predator”. The movie, “The Life - Human Trafficking received an Emmy, where Dr. Hamilton was the focus and subject matter expert. She was awarded the 2021 International Women’s Month Award, The 2021, 2022, 2023, and 2024 Presidential Award Recipient, The National Black Prosecutors Association Profiles in Courage award recipient, The Paul H. Chapman Foundation of Improvement for her advocacy for juvenile justice award recipient, and the

New Friends New Life ProtectHER Award recipient for 2022. She is also a new faculty member and professor at Elevate Academy, where she teaches and instructs other survivors in an educational setting. She owns and operates a non-profit called Nissi's Network Inc., which is a collaboration of advocates, businesses, and resources for youth services to reduce adultification and human trafficking. Adultification bias plays a critical component for our minority youth and can shift their trajectory towards victimization of human trafficking. Understanding adultification and how super-imposed values combined with implicit bias can lead to detrimental outcomes. Dr. Nissi Hamilton will provide insight into her adultification experiences and her intersections with child welfare, poverty, the legal system, and her own trafficking victimization. She will share how her adultification led to multi-generational system involvement. Dr. Hamilton will guide attendees through her journey and how she moved into healing and working to improve outcomes for others by teaching where the professionals in her life could have changed her trajectory. Typically, when we think of individuals who pimp in the trafficking world, the images and stereotypes are wrong. Stereotypes often focus on individuals who are seeking financial independence and progressive income. This is not always the case, and the victimization tactics can be so critically different that identification of victimization may be missed. Have you heard of a familial pimp, a popcorn pimp, a poly pimp, the social media pimp and the chameleon pimp? If not, this session is for you. Come learn from Dr.Learnilton whose primary goal is to bring a real-world view of the pimp culture and how to see warning signs for these types of pimps and their victimization tactics. Attendees will gain street experience to elevate their work in addressing trafficking and supporting victims.

Finding Victims: Assessing the Reliability of Geolocation Data in Your Investigation

Description:

Not all geolocation data are created equally, and this talk will guide you through the range of geolocation data available, from a variety of sources, while discussing how reliable each source really is. We will begin by identifying location data that can be pulled from a mobile device, determining the accuracy that data, and discerning what data may only relate to predicted location. The talk will also discuss geolocation data from third-party providers, including social media companies and telecommunication providers. We will cover concepts such as timing advance, the relevancy of radio frequency (RF) surveys, and cell site location information (CSLI). Our discussion will also address corroborating geolocation data from vehicles, license plate recognition (LPR), access points, and other sources.

As the founder of Sweden’s Trauma Unit for Abused Children and a member of INTERPOL’s Specialist Group on Crimes Against Children, Dr. Kastbom brings a global perspective and deep clinical insight to this critical conversation.

This session examines how transnational and domestic criminal networks frequently exploit legitimate and illicit industries. We will focus on two areas that are especially vulnerable in Oklahoma: marijuana grows and casinos. Participants will learn about the reliance on forced labor in hidden cannabis operations and how a range of traffickers, from international syndicates to homegrown criminals, use casinos for sex trafficking and money laundering. Attendees will gain insight into critical red flags, investigative strategies, and the cooperative frameworks needed to effectively identify, disrupt, and prosecute these convergent criminal activities.
