The Safe Return Pilot Program is changing that. Launched by the Cape Girardeau County Transit Authority, Labors of Love, and the Police Department’s Co-Responder Unit, Safe Return helps people reconnect safely with verified support systems—family, friends, or trusted programs in other communities.

Why Safe Return Matters:

· Cape Girardeau has no local homeless shelter, and camping is prohibited inside city limits.

· Stranded individuals often remain unsheltered, leading to repeated emergency calls, costly law enforcement involvement, and long jail stays.

· Being stranded is more than inconvenient—it’s isolating, unsafe, and can derail recovery.

How Safe Return Works:

1. Referral & Assessment – Participants are referred by hospitals, law enforcement, or social services and screened for readiness.

2. Verification – Labors of Love confirms a safe, supportive environment at the destination.

3. Travel Coordination – CGCTA arranges transportation, covering both local and long-distance travel.

4. Connection & Continuity – Whenever possible, participants connect with programs at their destination for ongoing support.

5. Follow-Up – Arrival is confirmed within 48 hours, ensuring safety and accountability.

· A stranded person in Kansas City cost the community $4,000–$16,000 in local emergency services. Safe Return helped them get home for just $300.

· An out-of-state guest hospitalized for seizures faced $15,000+ in local care. Safe Return assisted them for only $350.
