For more than 3 decades, this man’s identity has remained a mystery; his name and story are still unknown. Through continued investigative efforts and community support, we have an opportunity to help uncover his identity and bring us one step closer to answers.

On August 27, 1991, the remains of an unidentified individual were discovered near a transient camp in a wooded area of Battle Creek Park in St. Paul, Ramsey County, Minnesota, near Douglas Point Road and Highway 61. The individual was identified as a male who is between 30 and 45 years old and approximately 5 feet tall. He also had an abdominal scar that may have resulted from a previous gallbladder surgery.

In May 2024, following a recommendation from the Doe Network, Moxxy Forensic Investigations, a 501(c)(3) nonprofit organization that uses investigative genetic genealogy (IGG) to help law enforcement, medical examiners, and coroner's offices identify unknown human remains and solve violent cold cases, partnered with the Ramsey County Medical Examiner’s Office to work toward identifying this individual through IGG.

What is IGG? Investigative Genetic Genealogy is an investigative method that uses DNA to identify unknown remains or to help solve cases involving unidentified persons, similar to the case of St. Paul John Doe, 1991. IGG is able to combine DNA testing, history of the family, and genealogical research to aid investigators in uncovering who the individual is. After DNA is collected, it is then analyzed by investigators, connected to similar biological genetic profiles to find potential family members, built into a family tree to find the individual, and eventually confirmed with additional evidence.

Why help is needed: Outside assistance brings new leads, perspectives, and opportunities in being able to find who the individual is. DNA and genealogical research is complicated, and oftentimes traditional methods of identification and investigation may not work (I.e., dental records, fingerprints, etc.); however, bringing closure to families and a name to the individual is the end goal, making it important for those in the field to do whatever is possible.
