Carter Staaf is a retired police detective and a 29‑year veteran of the Eden Prairie Police Department, widely recognized for his leadership in anti‑human trafficking operations and his commitment to protecting vulnerable communities. During his 11 years in the Criminal Investigation Division’s Special Investigations Unit, he specialized in complex cases requiring deep investigative skill, persistence, and collaboration across agencies.

In 2016, Carter co‑founded the I‑494 Corridor Anti‑Human Trafficking Group, a pioneering multi‑agency partnership that brought law enforcement, advocacy organizations, and community stakeholders together to combat trafficking along one of Minnesota’s busiest transportation corridors. His work placed equal emphasis on offender accountability and survivor‑centered approaches, and he actively partnered with victim advocacy groups to ensure that operations prioritized safety, dignity, and long‑term support for those exploited.

Over the course of his career, Carter led and participated in numerous anti‑trafficking operations, helping shape best practices now used by agencies nationwide. He also served 20 years on the SWAT team, bringing tactical expertise and calm leadership to high‑risk situations.

Today, Carter is a national speaker and trainer, sharing his experience with law enforcement, advocacy professionals, and community organizations across the country. His presentations blend real‑world insight, operational knowledge, and a deep commitment to survivor‑focused strategies—equipping audiences to better understand, identify, and disrupt human trafficking in their own communities.
